Kela taxis from 1 January 2027: two providers in every region

Kela, the Finnish Social Insurance Institution, has selected the providers of taxi rides for 2027: nine companies serve 17 tender regions, and every region has two providers. The current providers continue until the end of 2026.

What Kela has decided

According to Kela's press release (8 May 2026), taxi services will be organised from 1 January 2027 by nine providers in total in 17 tender regions. Every region is its own area, but Central and North Ostrobothnia form one area. Åland was not part of the procurement. The tender received 203 bids from 26 operators.

The service is a full service: it covers the ordering of rides, combining and dispatching, organising and supervising the transport, and payment and reporting. The contracts are made as concession contracts by region.

What this means for you

• Kela reimburses a taxi ride only if the ride was ordered from a provider chosen by Kela. Check the two providers of your own region in the list above.
• The current contracts are valid until the end of 2026, so the order numbers may change at the turn of the year.
• According to a Yle article of 15 May 2026, for example in South Ostrobothnia both providers change and in Ostrobothnia one does. For the customer, this can mean a new order number and a new driver.
• If you drive Kela rides as a subcontractor of a company, ask your dispatcher directly how your own position changes at the turn of the year. This cannot be concluded from the press release.
